With reference to the letter from this Office
of the 27th ultimo and previous correspondence regarding
the nomination of a British engineer to serve on the
International Committee to be appointed to report on the
improvement of the port of Shanghai, I am directed by
Marquess Curzon of Kedleston to transmit herewith copy of
a letter from the President of the Institution of Civil
Engineers declining to propose the name of any engineer
for the appointment at a fee less than five thousand guineas
apart from travelling and other out-of-pocket expenses.
2. In view of the urgent advisability of British
interests being represented on the Committee and of the
apparently final decision of the Whangpoo Conservancy Board
to fix the maximum fee at three thousand, five hundred pounds
inclusive of travelling and living expenses (see Sir B.
Alston's telegram of June 5th, copy of which was forwarded to
the Board on the 13th ultimo), Lord Curzon would be glad
if he might be informed at the earliest possible moment
whether the Board of Trade can recommend any engineer with
the necessary qualifications who would be willing to
undertake the work at the figure named. It will be remember-
